Louis is average height and has golden eyes and platinum blonde hair that reaches down to their neck. They are described and perceived by everybody to be a beautiful angel, as if something out of this world.
Louis acts very mysterious, but is usually calm and kind. They don't have trouble showing affection to Shin and often expresses jealousy when Shin is with his friends. When they were Rinne, they were much more serious and only focused on their job as a prism messenger.
Louis was originally a prism messenger, or a Rinne in a past life. Before the Sonata Program was replaced with the Rinne/Shine Program, the G.O.Ds created Rinne and Shine to help spread the Prism Sparkle from other worlds. Although it was forbidden and unheard of between prism messengers, Rinne (Louis) and Shine fell in love with each other. After Rinne discovered Shine was performing public prism shows and destroying the prism sparkle, Rinne was tasked by the G.O.Ds to kill Shine. Instead of killing him however, Rinne sealed him through Mystical Lunamystic Heaven, promising to "come with him". After Shine was sealed by Rinne, Rinne began to exhibit errors. This made the G.O.D.s erase their data.
After a thousand years, Shine reappeared inside of a human named Shin and Rinne was reprogrammed and launched as a new Prism Messenger program called "Louis". Louis was ordered by the Prism Gods to kill Shine once more before he reawakened. However, Louis somehow still contained memories of their past life as Rinne which led them to disobey these orders. At the end of PRIDE the Hero, Louis destroys their prism wings, making them unable to go back to the Prism World and forever being bound to Earth with Shin.
In Shiny Seven Stars it is revealed that Louis realizes that they are in love with Shin, and not Shine.
