Unit Number 28, commonly known as Monica, is a member of the Babylon's "Hangar" management team. She is one of Babylon's Legacies. Her base personality is sincerity, and compared to the other members, she is the smallest in stature. She speaks roughly and does not use honorific language.
When Touya Mochizuki visits Babylon, Monica suddenly attacks him under the pretext of presenting a trial. However, Touya easily evades her attacks using "Slip" and "Shield," causing Monica to surrender immediately. She then acknowledges him as her master.
As the administrator of the Frame Gears, she is responsible for their maintenance together with High Rosetta. Monica is somewhat uncomfortable with Tikka, who often suddenly hugs her.
