Tarte Tatin Cookie is a Cookie of average height and thickish build. Her dough, dulled from the passage of time, is khaki and marred with age lines and scars. Just one of her eyes is visible and sits half-lidded and wrinkled in a crimson color. Her left eye is obscured by an oversized, dark leather eye patch shaped like a heart, this shape referencing her past and likely origins in the Hollyberry Kingdom. The patch is embroidered with a six-pointed linear star in deep red and rests atop two deep though faded gashes which span its wearer's face; this implies the eye it protects was once injured into inability. Tarte Tatin Cookie's shin-length hair is tied in the low ponytail style common to western men in the 18th-19th century, its pale color and fluffy texture hearkening back to the tradition of topping a tarte Tatin with vanilla ice cream. Tarte Tatin Cookie's hair also harbors a long, twined strand of bangs which shrouds the right of her face and curls down to her chest.

Tarte Tatin Cookie's apparel is largely akin to 18th-19th century European men's riding/hunting wear with motifs of the more embellished women's riding habits. Her outfit utilizes three layers; that innermost is a pair of white breeches and thigh-high heeled boots in solid mahogany. On top of this she wears a skirted riding coat/frock in dark sienna with golden passementerie braiding and clasps at the chest. A cravat identical in color to her hair tucks into her top's collar and dark leather gloves wrap her hands. The outermost layer of Tarte Tatin's ensemble is a second coat in a greatcoat style with a claret base hue. Along its opening edges is loopy, tarnished gold trim similar to her inner coat adjacent to a pocket on each side with an opening in the same color. The sleeves and lapels of the overcoat divorce themselves from its main red; they are a dark cocoa color, the sleeves having cuffs which return to the base's red and the lapels displaying more gilt filigree. The coat's length diverges from historical accuracy in that it is long enough to trail along the ground behind its wearer. Its hem is trimmed in golden brown scalloping, resembling a pie crust.

Tarte Tatin Cookie's large, triangular hat, a focal point of her design, is a tricorne and appropriately holds a feather in a cream color. It is made to resemble both a whole folded tarte Tatin and a slice of pie, taking the color and glistening quality of caramelized apples. Rather than the traditional gold lace trimming of tricornes, Tarte Tatin Cookie's hat brim is lined with the same pie crust scalloping seen on her overcoat and lined with lighter red hatching. Its inner section is puffy and a darker maroon than its outer lining.

Tarte Tatin Cookie is an experienced, wizened dragon hunter who is very fond of and protective of Dragon City. She is shown to have a deep resentment of dragons, viewing them as threats to Cookies with the knowledge of their history with Cookies.

Tarte Tatin Cookie takes the job of a dragon hunter very seriously, preferring to work alone. She views the role of a dragon hunter as critical to the survival of Cookies, seeing it as eliminating the threat before it eliminates you.
