Joseph

As the de facto leader of the foreigner squad, Joseph skillfully incited the members and led the rebellion against Claw. His signature technique, "White Noise," allows him to solidify cigarette smoke into something as hard as steel. At one point, he trapped Katsuya Serizawa with this steel smoke, but Serizawa shattered it with his overwhelming power, resulting in Joseph's defeat.

In reality, Joseph was a spy sent by the Japanese government, aiming to destroy Claw from within. After the battle between Shigeo Kageyama and Touichirou Suzuki concluded, Joseph took Touichirou into custody. During the Mob arc, he was responsible for transporting Touichirou and other psychic criminals to the scene where Mob went on a rampage, under the condition of a reduced sentence.
