Although he is a mage, he is first and foremost a police officer in both attitude and duty.
He is extremely serious, not the type to laugh off jokes easily, and often comes across as cold and uncompromising.
Even so, he dislikes unnecessary killing and strongly rejects dragging ordinary civilians into conflict.
Orlando is one of the masterminds behind the False Holy Grail War, alongside figures such as Faldeus Dioland and the Kuruoka couple.
As a member of the “organizer” side, he considers the False Holy Grail War to be an act of justice.
He uses his authority as police chief to spread surveillance throughout Snowfield.
By turning the city’s police network into an intelligence-gathering web, he keeps close watch over the movements of Masters, Servants, and other threats.
His greatest concern is Gilgamesh, whom he regards as the largest obstacle to their plans.
To counter him, Orlando has Caster produce a large number of Noble Phantasms that may even surpass their original prototypes.
His ultimate strategy is bold and almost reckless: the defeat of Heroic Spirits by human hands.
Orlando is calm, severe, and pragmatic, but he is not without morals.
He avoids needless slaughter and shows clear discomfort toward plans that would harm uninvolved civilians.
He is not an outspoken patriot, nor does he describe himself as a devout believer.
However, he is fully prepared to oppose the Mage’s Association, the Holy Church, and even the Holy Grail War itself if his objective demands it.
Despite his grim demeanor, he has a strong ability to evaluate others fairly.
Even at critical moments, he can recognize an opponent’s abilities and respond with a level head.
He is also a long-suffering figure in the chaos surrounding Snowfield.
Secretive allies, provocative elderly schemers, Heroic Spirits creating giant craters in the desert, and Servants getting arrested and giving speeches in public all add to his headaches.
Orlando commands a special unit of elite subordinates known as the Twenty-Eight Monsters, also called Clan Calatin.
These officers are both his disciples and members of the police force.
His leadership is powerful enough to keep them moving even amid disasters such as Dead Apostle attacks, hospital crises, and battles involving overwhelming Heroic Spirits.
He gives them the morale to continue protecting civilians and aiding Tsubaki Kuruoka even when the situation spirals far beyond normal police work.
His charisma is not portrayed as supernatural brainwashing or mob manipulation.
Instead, it is the grounded authority of a man who truly believes in the mission he gives his people.
One of his defining lines captures this perfectly:
“It may be a cheap phrase, but I will guarantee it as the police chief. I will swear it as a mage. You are justice.”
Orlando has transformed the entire Snowfield police station into his magecraft workshop.
The building functions as a heavily fortified magical stronghold filled with numerous traps.
His handgun is loaded with special bullets that serve as activation formulas for spells.
By firing them into the ceiling of the police station, he can trigger various prepared techniques and defensive systems.
These systems include powerful bounded fields, spiritual traps, and spells capable of summoning entities such as evil spirits and magical beasts.
At one point, he turns the police station lobby into a space resembling a separate otherworld through a strong barrier.
Within the station, Orlando is at his most dangerous.
Outside it, he appears to rely more heavily on Noble Phantasm-based combat, though it remains unclear whether he is hiding additional trump cards.
Caster manufactures Noble Phantasms for Orlando and his chosen subordinates.
Each member of the Twenty-Eight Monsters carries a Noble Phantasm refined by Caster’s craftsmanship.
Orlando himself uses a Japanese sword that Caster has elevated into a Noble Phantasm.
Caster believes Orlando is likely to become the first among them capable of releasing its True Name.
The blade is described with imagery of water droplets scattering from it.
Because of this, it is likely connected to Murasame, the sacred water blade from *Nansō Satomi Hakkenden*.
The Twenty-Eight Monsters, or Clan Calatin, are selected police officers trained under Orlando.
They are equipped with Caster-made Noble Phantasms and are expected to fight threats normally reserved for Servants.

In *Fate/Grand Order*, the original form of the Twenty-Eight Monsters appears in a far more outrageous form.

Caster is Orlando’s Servant in the False Holy Grail War.
Their partnership is unusual because Orlando uses Caster’s crafting ability to mass-produce and refine Noble Phantasms.

Faldeus Dioland
