A noble philanthropist who runs an orphanage and acts as a father figure to Joker and others. In a letter to Joker, he calls himself "Tom, the son of the Pied Piper." Originally a serious middle-aged man, he was a philanthropist who gathered orphans persecuted by society due to their physical disabilities and opened an orphanage. However, he became fascinated and deranged by the hidden side of the Phantomhive family he accidentally discovered. He underwent plastic surgery, including amputation of his legs from "the doctor" to make himself look more like a doll or child, and started to behave childishly. At the same time, he robbed the children he gathered of their egos using drugs, forcing them to perform in circus-like spectacles and brutally killing them. He had Joker and others kidnap children under the condition of protecting the other children in the orphanage, but in reality, the children at the orphanage had already become victims. He was also involved in the black mass where Ciel was offered as a sacrifice but was unable to participate and longed for its reenactment. In the final part of the story, he joyfully welcomes Ciel to his mansion for an investigation into the kidnapping case. There, he gleefully shows off the insane spectacle of children dying one after another and even attempts to reenact the black mass, which enrages Ciel, who shoots him, causing severe injuries. In the end, he is killed by Sebastian crushing his head.
