His real name is Katsuhiro, and Sanosuke affectionately calls him "Katsu." His works have recorded many sales, but out of respect for Captain Sagara Souzou, he continued to draw his pictures despite being ridiculed as a fake government army. Skilled with his hands since his Sekihoutai days, he was adept at handling firearms and explosives, and for ten years, he secretly manufactured high-powered explosive shells alongside his art to avenge the Meiji government that executed Captain Sagara Souzou. He attempted a terrorist act on the Ministry of Home Affairs with Sanosuke, but the plan was thwarted by Kenshin, and he was knocked unconscious by Sanosuke, who had seen through the failure from the start. He tried to resume the plan, condemning Sanosuke for betraying him, but was persuaded, "That would make us real fake government soldiers," and chose to fight the government with the power of speech as a newspaper publisher. In the Kyoto arc, he arranged travel expenses for Sanosuke and entrusted him with a new type of explosive shell for self-defense, which ended up destroying the Purgatory. He was also aware of Shishio's faction. Although he has a compassionate side, his gloomy personality means he has no friends other than Sanosuke, and he said he hadn't smiled until he reunited with Sanosuke after ten years. In the first anime adaptation, the process of his reformation differs, as he couldn't abandon Sanosuke, who was risking his life against Kenshin, choosing friendship over the plan and retreating from the Ministry of Home Affairs. He resented Kenshin for severely injuring Sanosuke, accusing him of being a victim of the Meiji government, but was left speechless when Kenshin smiled back. Hearing Sanosuke, who had fainted, say, "Thank you, Kenshin. Now I won't become a real fake government soldier," he reformed. A scene was depicted where he disposed of the explosive shells himself and voluntarily started the Ezoshi Shinpo newspaper to correct the government's injustices. He reappeared in the "Feng Shui Arc" towards the end, breaking the Water Clan's formation with Sanosuke, giving evacuation instructions to the general public and the Senate, and showing considerable activity. He was also impressed by Kawaji's pride as a police officer. Sanosuke called him Tsunan instead of his real name. In the anime movie, he provided Sanosuke with information about Shigure. In the second anime adaptation, during the episode of Kenshin and Sanosuke's first confrontation, he appears in a flashback of the Sekihoutai days, which was not in the original, under his real name "Katsuhiro," informing Sanosuke of Souzou's execution. In the original and the first anime adaptation, the explosive shells were stored in a closet, but in the second anime adaptation, they were stored under the floor. He also made smoke bombs and flash grenades, not just explosive shells. In the battle with Kenshin, unlike the original, he managed to detonate one explosion, but it was dodged. After the failed bombing plan, he attempted to clear Souzou's disgrace by committing seppuku, but was stopped by exchanging beliefs in a fistfight with Sanosuke.
