Vera Rustamova is a female character in the Deep Insanity franchise, serving as the commander of the 11th Platoon in the anime and as the commander and field supervisor of the Antarctic Battalion at the Antarctica Front in the game.

She is a former member of the Main Intelligence Directorate of the General Staff of the Armed Forces of the Russian Federation, commonly known as the GRU.
Much of her past remains unknown, and there are signs that her personal history was deliberately concealed.
She was once a Sleeper who fought on the front lines, but her exceptional leadership ability led to her promotion as a platoon commander.
Her main role is now directing and commanding other Sleepers rather than fighting as a regular frontline soldier.
Vera rarely shows her emotions, which can make her seem cold or distant.
Even so, subordinates who have served with her for a long time trust her deeply.

Because Reika and Sumire also treat him rather coldly, Shigure initially believes that the captain dislikes him.
After seeing his performance in the first battle and recognizing his remarkable focus, Vera gives him a shocking order.
She tells him to assassinate a certain person, though he is given the option to refuse.
The Assassination Order
The target is later revealed to be Elsie, an Exile girl living in Asylum whom Shigure and Larry had encountered earlier.
Shigure accepts the mission but is deeply conflicted by it.
After Leslie dies in battle and leaves behind a final memo, Shigure resolves himself to act.
Up to that point Vera had largely remained an observer, but after this she begins fighting on the front lines in earnest.
Vera possesses a crystal called Arca, the same kind of object Shigure later receives from the people of Asylum through Leslie's memo.
With the power of Arca, she has repeated the same timeline over and over through time loops.
She planned Elsie's assassination because the scholar Iceman, who studies Asylum and biological evolution, intended to merge with Elsie on the Day of Revelation.
Elsie was a being known as the Child of God, and by merging with her, Iceman would transform into an evil deity and bring about humanity's destruction.
Vera repeatedly tried to prevent Leslie's death and stop Iceman's transformation, but each attempt ended in failure.
She died many times and continued looping through time.
This experience explains much of her distant behavior.
What appears to be coldness is actually her attempt to keep some distance from her subordinates, because she does not want to drag them into tragedy again and again.
A more awkward and human side of Vera appears when Shigure suggests holding a barbecue to help the squad bond.
Because this happens along a timeline in which he had previously refused the assassination mission against Elsie, Vera unexpectedly answers, "Very well," clearly surprising even herself.
She then tries to come up with excuses to cancel or avoid it.
Larry and the others, however, had already anticipated this and removed every likely excuse in advance, leaving her visibly unsettled.
A major revelation is that Elsie's future form is Vera herself.
Why Vera exists in the current timeline is not clearly explained.
However, Vera cannot kill Elsie with her own hands, because doing so would create a time paradox that would erase Elsie's death.
For that reason, she asks Shigure to carry out the act instead.
After entrusting Arca to him, Vera causes Shigure to experience time looping as well.
Through his own reasoning, Shigure realizes that Vera and Elsie are the same person.
He refuses to accept Vera's attempt to sacrifice herself together with Elsie for the sake of saving the world.
Although Iceman notices that Vera is capable of time looping, he fails to realize that she had already handed Arca to Shigure.
Shigure uses this oversight to outmaneuver him and prevent his complete transformation into an evil deity.
He also informs Larry and the others about Vera's circumstances in advance, allowing the team to work together.
By implanting Arca into Iceman and neutralizing him, they finally succeed in defeating him and ending the cycle of time loops.
The victory comes at a severe cost.
Shigure is mortally wounded by Iceman and vanishes from existence.
As he fades away, Vera breaks down in tears.
After these events, the game protagonist Wu Inominetas is newly assigned to her unit.
