Director of the Supernatural Phenomena Measures Bureau. Becomes Sasaki's superior. Entrusted with the management of the bureau including hiring subordinates and delegating authority, he holds considerable power. He has placed bugs in his subordinates' homes for counter-espionage, but when he was accused of sexual harassment by Hoshizaki upon discovery, he deflected it by asserting that he is homosexual and does not view women in that manner. In fact, he is secretly connected with an Akihabara-type person who should be an enemy of the bureau. According to Shizuka Futati, the battle at the derelict bowling alley where many bureau members lost their lives was a hoax orchestrated by Akutsu himself (the responsibility of the incident led to his superior being demoted, resulting in Akutsu's promotion). Sasaki and he have a tense relationship as superior and subordinate, aware that each is hiding something from the other.
