Akutsu

As the section chief, Akutsu is entrusted with the management of the Paranormal Phenomena Countermeasures Bureau and possesses extensive and powerful authority, including the hiring of subordinates and the administration of their privileges. He takes strict measures such as installing wiretaps in his subordinates' homes as a countermeasure against spies. However, when Hoshizaki pointed out that this could be considered sexual harassment, Akutsu rebutted by stating that he is homosexual and does not view women in that way.

Despite his outward behavior, Akutsu is actually connected behind the scenes with an enemy figure from the Akiba subculture. This relationship is implied by the fact that the deadly struggle in the abandoned bowling alley, which resulted in the deaths of many bureau members, was actually orchestrated by Akutsu himself. As a result of this incident, Akutsu's superior took responsibility and was demoted, which allowed Akutsu to be promoted.

Between Sasaki and Akutsu, there exists a tense relationship of mutual use, with both understanding that the other is hiding something, yet they maintain their roles as superior and subordinate. This complex dynamic influences both their actions and decisions.
