Raffles III

Raffles III holds the title of emperor (often referred to as king) of the Tokyo Empire.

From this position, he has formal command over the empire’s military and its Special Fire Force brigades.

He is closely tied to the Holy Sol Temple as its supreme secular patron.

Although revered as a symbol of authority and faith, he is largely removed from the day‑to‑day realities of the people and field forces.

At a critical point in the story, Raffles III summons the captains and battalion commanders of the Special Fire Force.

He orders them to treat the White-Clad faction, led by the so‑called Evangelist, as traitors and to suppress them as rebels against the empire.

This command frames the White-Clad as enemies of the state and of the official faith of the Holy Sol Temple.

Under his directive, the Special Fire Force is initially mobilized as a tool of imperial authority to crush this perceived uprising.

Despite sitting at the top of a theocratic empire, Raffles III is initially ignorant of the true origins of the Holy Sol Temple.

He does not know the hidden history behind its founding or its secret connection to the Evangelist and the White-Clad.

During the conflict, he is directly confronted with the overwhelming power displayed by the Evangelist’s followers.

Witnessing this power, he becomes convinced that the Evangelist’s faction are the “true believers” and possess genuine divine authority.

As a result, Raffles III abandons his earlier stance and submits to the Evangelist’s side.

He effectively brings the Tokyo Empire under their influence, placing the state and its institutions under the control of this radical religious group.

Raffles III is portrayed as a leader who is easily swayed by displays of power rather than guided by independent conviction.

His reversal—from condemning the Evangelist’s faction as rebels to accepting them as true faithful—highlights his susceptibility and political weakness.

His shift of allegiance dramatically alters the balance of power in the Fire Force world.

By submitting to the Evangelist’s faction, he endangers both the structural integrity of the empire and the original mission of the Special Fire Force.

This makes Raffles III a pivotal figure whose decisions force the protagonists to act against not only a secretive cult, but also the very government and religious hierarchy of the Tokyo Empire.
