Voice Actor (Japanese): Kazuya Nakai

Akitaru Oubi is the commander (battalion chief) of Special Fire Force Company 8, a unit established to investigate the truth behind spontaneous human combustion and the Evangelist.

Although he has no ignition abilities, he relies on his heavily trained body, stamina, and specialized equipment to handle both firefighting and combat operations.

He is originally a non-ability regular firefighter, transferred into the Special Fire Force system when Company 8 was formed.

His combat style is grounded, tactical, and equipment-heavy, making him a rare front-line commander who literally leads from the front.

Oubi is easygoing and approachable, with the kind of grounded maturity that lets his subordinates speak to him casually without fear of punishment.

He often takes Shinra Kusakabe and Arthur Boyle out for meals, cracks jokes, and maintains a cheerful, “big brother” presence within Company 8.

At the same time, he has an uncompromising moral core and a fierce sense of justice.

He takes the lives of Infernals and the grief of their surviving families extremely seriously, and responds with visible anger to any act that disrespects victims or the dead.

On the scene of fires and Infernal incidents, Oubi always thinks of the bereaved first.

He will, for example, risk himself to run back into a burning building just to retrieve a family photo for mourning relatives.

When Shinra and Arthur tried to enter a scene openly carrying weapons in front of mourning families, Oubi sternly lectured them, insisting they hide their weapons so as not to further traumatize the bereaved.

Moments like this show that, for Oubi, being a firefighter is not just about defeating enemies, but about honoring the dignity of those who suffer.

According to the original creator, Oubi is also incredibly strong when it comes to alcohol, to the point of being described as “ridiculously strong” at drinking.

This reinforces his image as a tough, no-nonsense adult who can hold his own both in a fight and at the table.

Oubi is classified as a “non-ability user,” meaning he cannot generate or manipulate flames like Second or Third Generation pyrokinetics.

To compensate, he has pushed his body far beyond normal human limits through extreme strength training and conditioning.

He constantly trains in his spare time, to the point that “working out” is basically his default state when he is not on duty.

His muscular build, high pain tolerance, and immense stamina let him handle both long operations and brutal hand-to-hand combat.

Oubi has a unique trait akin to “adrenaline surge” or “crisis strength,” which he can consciously activate at will rather than only during emergencies.

By tapping into this power, he can generate force strong enough to knock out combat-specialist pyrokinetics, making him a real threat even without any flame-based abilities.

Despite his lack of ignition powers, he can fight on equal footing with some Third Generation ability users.

This makes him a symbol within the series of how human determination, training, and courage can stand alongside supernatural powers.

As a non-ability frontline commander, Oubi relies heavily on specialized gear provided to Company 8.

The full set of equipment required for his deployments weighs over 30 kg, and he fights effectively while wearing it.

His known tools include:

Core Annihilation Pile Bunker

A powerful, piledriver-like weapon designed to destroy Infernal cores or pierce heavy defenses.

It allows Oubi to compensate for his lack of fire abilities with overwhelming kinetic impact.

Type-7 Firefighting Battle Axe

A robust battle axe adapted for both rescue operations and combat against Infernals or hostile pyrokinetics.

Oubi uses it with high precision and brute strength, making it an extension of his trained body.

Fire Extinguishing Grenades

Portable grenades used for suppression, smothering flames, and creating openings in burning environments.

These tools support both rescue efforts and combat, especially in enclosed or structurally fragile areas.

Special Shield

A reinforced shield designed to protect Oubi and civilians from heat, debris, and physical strikes.

It plays into his role as a protector, allowing him to stand at the front and block danger for his team and victims.

As the commander of Special Fire Force Company 8, Oubi is the heart of the unit’s leadership and morale.

He came from the world of ordinary firefighting and brought those values—rescue, respect, and community service—into the special operations environment.

He encourages a warm, almost family-like atmosphere among the members of Company 8.

He mentors rookies like Shinra Kusakabe, supports veterans like Takehisa Hinawa and Maki Oze, and maintains a balance between discipline and camaraderie.

Oubi combines investigative focus with emotional intelligence.

While Company 8 probes the mysteries behind the Great Cataclysm and the Evangelist, he makes sure no one forgets the basic mission: save lives, respect the dead, and protect the living.

His leadership philosophy is that a commander must be willing to step into danger first.

This is reflected in how often he personally leads charges, shields others, or takes the heaviest risks during missions.

During the battle against the Doppelgänger version of Assault, Oubi found himself severely outmatched.

He was overwhelmed over the course of the fight and pushed to the brink of death.

Thanks to the real Assault’s intervention, the tide of battle turned in Oubi’s favor.

Even after surviving that clash, Oubi put his remaining strength into guiding civilians to safety, prioritizing evacuation over his own condition.

However, in a tragic turn, he was attacked by his own Doppelgänger—Doppelgänger Oubi—who slit his throat.

This fatal injury led to his death, marking one of the heaviest emotional blows to Company 8.

Oubi’s death became the trigger for Shinra Kusakabe’s rampage, as Shinra lost control in the face of losing his beloved commander.

The ensuing chaos swallowed both the members of Company 8 and surrounding residents in flames.

Ultimately, after Shinra recreated the world and erased the Great Cataclysm from existence, Oubi was brought back to life.

He was restored alongside his fellow Company 8 members and the civilians who had perished, allowing him to continue his mission in a newly reborn world.

With the Great Cataclysm gone and the world reset, the Special Fire Force was disbanded, its original purpose fulfilled.

In its place, Oubi founded a new organization: the World Hero Force, an entity dedicated to protecting the world in peacetime and crisis alike.

Oubi took the position of Supreme Commander of the World Hero Force.

This role reflected not just his combat ability, but his moral authority and the deep trust others placed in him.

As decades passed in this new era, Oubi’s influence and reputation continued to grow.

By 25 years later, he had risen all the way to the office of President, symbolizing the culmination of his journey from ordinary firefighter to global leader.

His path—from non-ability firefighter, to Company 8 commander, to world hero, and finally president—encapsulates his defining traits: unshakable responsibility, compassion for victims, faith in human potential, and a refusal to abandon those in need.
