Jeffrey Anderson is the President of the Atlantic Rim United States (ARUS) in the story. At first, he acts like he supports Sakimori Academy, but secretly he works behind the scenes with people like Figaro and plans to mass-produce Valvrave machines to go to war against Dorssia. He tries to use every situation to his advantage, even during important moments like the Moon Summit or when Amadeus exposes the secrets of the Valvrave pilots. Throughout the story, Jeffrey is cautious of the Magius and the 101 Council, but when he sees a new chance, he is quick to turn against them and expose their secrets to the world.
Secret Plans Against Dorssia
While Jeffrey Anderson seems friendly to Sakimori Academy on the surface, he is secretly plotting to destroy Dorssia.
He uses Figaro and ARUS soldiers to try to take Valvrave I from Module 77, hoping to start making many Valvrave units for ARUS.
But Shouko Sashinami stops his plans by using Valvrave as a bargaining chip, making Sakimori Academy an independent nation.
Meeting with Amadeus and the 101 Council
Later, Jeffrey does not act much in public but is seen at the end of episode 12 in a meeting with Amadeus K. Dorssia and the 101 Council.
He questions Amadeus for trying to get Valvrave for himself.
During the meeting, Jeffrey witnesses Amadeus being taken over by a Magius named Mirko, which shocks him a lot and makes him fearful of the Magius.
The Moon Summit and Dark Secrets Revealed
Jeffrey later goes to Module 77 to attend a summit held by New JIOR.
During the meeting, Amadeus uses Saki Rukino to reveal that Valvrave pilots are immortal.
At the same time, Burnett, an ARUS journalist, reports on people dying on a Rune transport ship called Phantom as their Runes are stolen.
Seeing this, Jeffrey calls the citizens of New JIOR dangerous creatures and orders them to be shot.
Forming a New Alliance
After these events, Jeffrey leaves Module 77, joins forces with Dorssia, and orders an attack on the survivors who escaped Module 77.
He also succeeds in capturing Module 77 for ARUS and Dorssia’s alliance.
Turning Against the 101 Council
When L-ELF, A-drei, and X-eins infiltrate Module 77 and reveal that Amadeus is actually a Magius, Jeffrey starts to worry that the 101 Council might target him next.
He decides to break away from the Council.
He uses WIRED to show the Council's member list to the public and orders their arrest, even though he knows some of the information is false.
In the end, he uses this opportunity to wipe out the 101 Council completely.
