As a senator of the Atlantic Rim United States (ARUS), Figaro visited Module 77 as a special envoy, pretending to encourage Haruto Tokishima. However, his true intention was to seize Valvrave I. Upon learning that Haruto was the only one capable of piloting the machine, he promptly had Haruto restrained and plotted to abandon the students and escape. These actions clearly reflected his egocentric personality.
Figaro referred to himself as "Moses," behaving arrogantly and, when Raizou Yamada resisted, coldly shot him with a submachine gun, instilling fear in his subordinates with his cruelty. Later, when Shouko Sashinami and the others tried to prevent his escape, he pointed his gun at them as well, but was ultimately disarmed by Haruto. In the end, he had no choice but to agree to Shouko’s proposal to declare the academy an independent nation.
Afterwards, Figaro boarded an ARUS battleship bound for Module 77 and attempted to repair relations with the academy members, such as appointing Rion Nanami as the representative of the newly established JIOR. However, during the subsequent Dorssian siege, Figaro’s battleship was attacked by Q-vier’s Ideale, resulting in the ship’s sinking and Figaro’s death.
