Mayor of Orange Town.

Born in Orange Town. Aged 73 to 75. Birthday is January 16th (from the Japanese wordplay "dog" (いぬ), "Boodle" (ブードル) → 116). Height 172 cm. Capricorn. Blood type F. Favorite food is salmon.

An elderly man with a dog-like face. His former town was destroyed by pirates, and 42 years ago, he developed what was once a barren land into the current splendid port town with the help of the townspeople. He continued to feed Shushu, who remained in the store. He treasures the town and its people, and is highly trusted by them, although he sometimes acts recklessly for the sake of the town. His catchphrase is "just like".

He was distressed by the attack of the Buggy Pirates. Initially, he endured it, but was moved by the regret of Shushu, whose pet food store was burned down, and by Luffy, who avenged Shushu despite being unrelated. He attempted to confront Buggy alone but was knocked unconscious by Luffy. When Luffy defeated Buggy, he tearfully expressed his gratitude for saving them and saw off Luffy and his crew as they set sail.
