Formerly the captain of the Whetton Pirates, he is currently the mayor of Ruluka Island. His bounty was set at 14,800,000 Berries. Fifty years ago, he attacked this island as a pirate. Later, he became the mayor and continued to inflict suffering on the islanders for many years. He aimed to obtain the legendary treasure hidden within the "Rainbow Mist" and ordered Henzo to conduct research on it. He attempted to finally acquire the treasure at Apis Concert, but was arrested by Pasqua.

He is the current mayor of Ruluka Island and the former captain of the Whetton Pirates. His bounty was 14,800,000 Berries.

Fifty years ago, while making his living as a pirate, he attacked Ruluka Island and encountered the legendary "Rainbow Mist."

After rising to the position of mayor, he imposed heavy taxes on the islanders for many years under various pretexts, causing them much hardship.

His intention was to obtain the treasure said to be hidden in the "Rainbow Mist," and his actions were carried out to raise funds for Henzo's research on the mist—ostensibly to rescue a friend who was engulfed by it.

Ultimately, he tried to remove the treasure from Apis Concert, but was apprehended by Pasqua.
