To cultivate a striker who could lead Japan to a World Cup victory, the Japan Football Association launched the Blue Prison Project, targeting 300 youth forwards and constructing a facility called Blue Lock. Under the condition that those who fail will lose their eligibility to join the national team forever, Yoichi Isagi, an unknown high school player, takes on the challenge of becoming the world's best striker, facing the trials imposed by Jyubei Aryu, who holds full authority over the project.
