Chronostasis

A senior assistant of the Eight Precepts of Death. A large figure dressed in a white coat with a hood. He has an old association with Overhaul, follows him rather than the group, and is the only one who calls him "Kai." "Quirk": Chronostasis. He can extend needles from his head in a straight line and slow down the movements of those he touches. The slowed speed is about that of a snail, and if stabbed with the minute hand, it remains slowed for an hour. He needs to stop his own movements to activate it.
