As the leader of the Hishimanji Gurentai, Hachisuka wears an earring on his left ear. After Sato and Taira break the arm of one of his comrades, Hachisuka leads his gang to storm Kamiya Dojo in pursuit of them. However, Kenshin Himura easily destroys his wooden cannon, causing Hachisuka and his gang to retreat in fear. In the second anime adaptation, Hachisuka takes on the role originally assigned to another man defeated by Sagara Sanosuke in the manga. After the retreat, Hachisuka, frustrated, tries to take out his anger on Sanosuke but is ultimately beaten up by him. Hachisuka is lascivious by nature, as shown when Kaoru Kamiya offers to take responsibility for the retaliation; he responds with a lecherous grin.
In episode 14 of the first anime adaptation, Hachisuka teams up with the fraudulent priest Raikou. He has his subordinates pretend to be sick in front of others, and Raikou’s prayers miraculously "cure" them to build up his reputation, allowing them to swindle large amounts of money from many patients. While pretending to be sick, Hachisuka approaches Megumi Takani, but she sees through his ruse and ignores him. Hachisuka then tries to use this to frame Megumi as a quack doctor and ruin her reputation, planning to rip off patients by charging exorbitant fees. His ultimate goal is to destroy the credibility of all the doctors and monopolize all the patients for huge profits. However, his scheme falls apart when Sagara Sanosuke, Yahiko Myoujin, and Megumi Takani storm in and confront him. In the end, just as in the manga, Hachisuka brings out his wooden cannon to attack the trio, but Kenshin Himura defeats him, sending him crashing into Raikou's mansion.
