劉(ラウ), Lau, 刘
Gender: Male
Height: 177cm
Original Name: 劉(ラウ)

Introduction

Edit
A senior member of the Shanghai Mafia Qing Bang, responsible for England. He is 177cm tall. His appearance and behavior do not seem like those of a gang leader, but rather a gentle young man. He refers to himself as "I" (わたし). He is carefree and always seems to be playing dumb. Officially, he is the manager of the British branch of the Chinese (Qing) trading company "Kunlun," but he is involved in the underworld business, such as opening opium dens in the East End (a synonym for slums at the time). He cooperates with the work of the Queen's Watchdog, the Phantomhive family, by managing Chinatown and collecting information in exchange for turning a blind eye to their shady dealings. Originally, he made a name for himself in the Bund area of Shanghai and climbed up to become a senior member of a huge gang at a young age, known as the "Rising Dragon of the Concession." He does not forgive those who disturb his territory and often shows a glimpse of his terrifying side.
At the time Ciel took over the family, he was not yet in charge of England. In the past story of Mey-Rin, he had corresponded with Ciel in advance, informing him that the then-responsible person for England, Bai, was targeting Ciel's life and about "Owl," one of his pawns. He openly admires Ciel and actively cooperates in his crises, such as in the "Blue Cult Arc."
He appears from episode 3, but initially, his character was not as detailed as described above. According to the author, he is "the character who has changed the most since the beginning of the series." The character was finalized influenced by Yusuke Yusa's performance in the drama CD.
In the first season of the anime, he betrays Ciel towards the end and attempts to flee with Ran-Mao. He confronts Ciel, who has followed him, saying he was bored of being his pawn and attempts to kill him, but Sebastian intervenes, preventing it, and he falls into the sea with Ran-Mao. It was depicted as if he died at that moment, but in the second season, he appears as if nothing happened, and his relationship with the others returns to how it was before. Later, at Sebastian's request, he interacts with Ciel, who has lost his memory, in the same way as before his betrayal.
