Phobio is a high-ranking officer of the Beast Kingdom Eurazania and one of its strongest fighters, standing alongside Albis and Suphia as one of the Three Beastketeers.

He first appears as an envoy sent to the newly founded Federation of Jura Tempest after Rimuru Tempest defeats the Orc Lord and unifies the Great Jura Forest.

Despite his formal position, Phobio initially behaves arrogantly, causing diplomatic trouble and being judged unfit as an envoy by Rimuru.

His resentment is then exploited by Clayman and the Moderate Harlequin Alliance, leading to one of the early large-scale crises in the story.

Envoy to the Federation of Jura Tempest

Hearing that Rimuru Tempest has defeated the Orc Lord and established the Federation of Jura Tempest, the Beast Kingdom Eurazania decides to send a delegation.

Phobio is chosen as the envoy, accompanied by subordinates such as the monkey beastman Enrio, and arrives with the mindset of a warrior nation built on “survival of the fittest.”

When Rigurd comes out to receive him, Phobio immediately punches Rigurd in the face, gravely injuring him.

He does this to “prove the difference in rank” and force the Tempest side to submit through intimidation rather than diplomacy.

However, Milim Nava, who is staying in Tempest as Rimuru’s “best buddy,” witnesses this assault.

Incensed that one of her friend’s subordinates has been attacked, Milim knocks Phobio out with a single punch, effortlessly defeating him.

Afterward, Rimuru formally meets Phobio and criticizes his lack of sincerity and self-control as an envoy.

Phobio is expelled from Tempest and told that if Eurazania wishes to establish formal relations, they must send a proper envoy, effectively stripping him of his mission.

Manipulation and the Charybdis Incident

Humiliated and frustrated, Phobio camps with his troops in the Great Jura Forest, harboring resentment toward Milim and Tempest.

During this vulnerable period, two masked clowns from the Moderate Harlequin Alliance—including Tear and Footman—approach him with a tempting offer: a chance to strike back at Milim Nava.

Blinded by anger and pride, Phobio accepts their proposal, failing to notice that he is being used as a pawn in Clayman’s greater scheme.

He resigns his official status and orders his subordinates to return home and report everything to Karion, trying at least to ensure Eurazania will not be implicated.

The clowns transform Phobio into the vessel for Charybdis, a catastrophic monster.

In this form, he becomes a massive threat rampaging across the Federation of Jura Tempest, forcing the nation to mobilize its forces.

Charybdis is ultimately defeated not by brute annihilation, but by the intervention of Milim Nava, who has learned to “hold back” her power.

Milim carefully attacks without destroying Charybdis’s core, allowing Phobio’s body—serving as the nucleus—to be extracted intact.

Thanks to this, Phobio narrowly escapes death and survives the incident.

Reconciliation and Renewed Diplomacy

After learning about the full incident, Karion himself visits the Federation of Jura Tempest.

He publicly reprimands Phobio (including a physical punch) for his recklessness and apologizes to Rimuru’s nation for the trouble caused.

Karion’s sincere apology and the resolution of the Charybdis crisis lead to a proper establishment of diplomatic relations between Eurazania and Tempest.

Phobio’s actions leave Eurazania in debt to Tempest, but they also mark the beginning of genuine cooperation between the two nations.

Phobio, having survived and recognized the scale of his failure, begins staying in Tempest for a time.

There, he witnesses the power and organization of the federation firsthand, correcting many of his earlier prejudices.

Role in the War Against Clayman

Phobio later reappears in the great conflict between the Federation of Jura Tempest and the forces of Clayman.

Now fighting as an ally of Tempest, he leads troops as a commanding officer in the combined Tempest–Eurazania alliance.

During this war, he fights alongside Geld, the new leader of the orc race and a high-ranking official of Tempest.

Phobio had previously looked down on orcs, but after seeing Geld’s capabilities and the discipline of the orc warriors, he acknowledges them as true comrades-in-arms and highly capable fighters.

Together with Geld, Phobio engages and suppresses Footman, one of the clowns who once manipulated him.

After the successful operations, the two commanders recognize each other’s skill and effort, strengthening the bond between their nations.

Defense of Eurazania and Postwar Duties

Following the battle against Clayman, Phobio returns to the Beast Kingdom Eurazania.

He takes part in the defense against Clayman’s forces when they attempt to strike Eurazania, and he faces Tear once again in this campaign.

After the war, Eurazania suffers damage and political upheaval, requiring reconstruction and management of prisoners of war from Clayman’s army.

Phobio remains in his homeland with Geld, who is dispatched to assist, and takes on the responsibility of monitoring captured demon-style subordinates and helping rebuild the country.

The Benimaru–Albis Marriage Operation

Later, Phobio is roped into a “plan” involving his colleague Albis and Benimaru from Tempest.

The goal is to arrange and test the suitability of Benimaru and Albis for marriage through a brutal but controlled combat trial in Ramiris’s labyrinth.

Phobio is forced into acting as a key participant in this operation.

He secretly harbors romantic feelings for Albis and sees this as his chance to win her hand instead.

A condition is set: if Phobio can defeat Benimaru in the labyrinth, he will be allowed to marry Albis himself.

Taking this seriously, he challenges Benimaru with all his might in a life-or-death style duel inside the dungeon.

Despite his determination and considerable power, Phobio is decisively defeated by Benimaru.

The loss crushes his hopes and leaves him heartbroken, particularly once Benimaru’s strength and Albis’s genuine feelings become undeniable.

Connection with Gobwa

By volume 14 of the novel, Phobio’s failed love for Albis finds a strangely parallel echo in Gobwa, a female ogre who also experiences heartbreak related to Benimaru’s relationships.

Gobwa, originally a goblin who evolved into an ogre out of admiration and love for Benimaru, is forced to face reality when she witnesses the power and presence of Benimaru’s fiancée Momiji and Albis.

Both Phobio and Gobwa are left nursing broken hearts after the marriage arrangements surrounding Benimaru.

Through this shared experience, they grow closer, developing a rapid and surprisingly warm connection that hints at further development in their relationship.

Later Career: Flying Beast Knight Order

By volume 19, after Karion’s awakening and the reorganization of Eurazania’s forces, Phobio becomes the vice-commander of the Flying Beast Knight Order.

This unit is a formidable aerial force composed of beastman riders, and Phobio’s appointment reflects both his strength and his growth in judgment and leadership.

He now operates not just as a frontline bruiser but as a seasoned commander, embodying the lessons he learned from the Charybdis disaster and the wars that followed.

His loyalty to Karion remains absolute, but his perspective is broader, and he works more closely than ever with Tempest and its allied nations.

At his introduction, Phobio appears as an overconfident, hot-headed thug in a high position, often acting like a small-time bully despite his elite status.

He is quick to resort to violence, easily provoked, and inclined to look down on those he assumes are weaker—especially those outside the warrior culture of Eurazania.

However, this impression only reflects one side of his character and his relative youth among the Three Beastketeers.

At his core, Phobio is actually a capable statesman and soldier: he can calmly assess situations, read intentions, and admit his mistakes when confronted with undeniable evidence.

He is deeply loyal to Karion, his lord, and genuinely cares about his subordinates, earning their trust in return.

Even when succumbing to the clowns’ temptations, he resigns his position and sends his men home, trying to ensure that Eurazania and Karion will not be held responsible for his personal revenge.

Phobio’s flaws are closely tied to the unwritten “survival of the fittest” law among beastmen.

Albis

Albis is Phobio’s colleague in the Three Beastketeers and the de facto leader among them.

Suphia

Suphia is another member of the Three Beastketeers, a white tiger beastman who acts as Phobio’s rival.

When Phobio commits his initial blunders, Suphia harshly scolds him for dragging Eurazania’s name through the mud.

However, when Karion later goes missing due to Clayman’s scheme, Suphia becomes emotionally shaken, and Phobio, together with Albis, helps calm and encourage her.

Milim Nava

Milim Nava is one of the Ten Great Demon Lords (later one of the Eight Star Demon Lords) and, indirectly, the cause of much of Phobio’s early misfortune.

She is the one who knocks him out with a single punch when he injures Rigurd, and her overwhelming power makes any revenge attempt unrealistic.

Later, the Beast Kingdom Eurazania ends up under Milim’s influence, effectively making her Phobio’s superior.

Geld

Enrio

Enrio is a monkey beastman who serves as one of Phobio’s subordinates during his first appearance.

Unlike his hot-blooded commander, Enrio is cautious and often acts as a voice of reason, trying to restrain Phobio’s impulsive decisions.

When Phobio decides to accept the clowns’ offer and become Charybdis’s vessel, he dismisses himself from his official post and orders Enrio and the others to return home.

Later, Enrio becomes responsible for trade with the Federation of Jura Tempest.

Gobwa is an ogre woman from the Federation of Jura Tempest, originally a goblin who evolved into an ogre out of admiration and love for Benimaru.

During the arrangements for Benimaru’s marriage, Gobwa confronts the reality of Benimaru’s fiancée Momiji and Albis’s overwhelming presence and strength.

Rigurd

Rigurd is one of Tempest’s senior goblin leaders and the first to greet Phobio when he arrives as an envoy.

Later, through his interactions with Tempest and his reflection on the Charybdis incident, Phobio comes to understand how terrible his initial behavior was.

Rigurd’s mistreatment stands as a key example of how far he had to grow in terms of respect and diplomacy.
