A scientist from the Kingdom of Persia, known as the "greatest mind in Central Asia." According to Atom, "a person who you can't tell if they're human or robot." He claims that due to the Persian War, most of his body has been mechanized, which is why scans classify him as a "robot." A scene depicts him losing his family (including robot children) in the war, and he is filled with sorrow and hatred towards the world.
He visits Japan to attend an international conference, but his true purpose is to search for his missing robot creation, "Pluto." In the search for "Pluto," he uses a robot that releases a large number of reconnaissance cockroach mechas. Upon reappearing, he has been appointed as the Minister of Science of the Republic of Persia. When he meets Gesicht in Samarkand, he confesses that he was close to Darius XIV. Later investigations by Gesicht reveal that he is the creator of Sahad. After Gesicht's death, he takes Vasily hostage and lures Epsilon to fight Pluto. Having lost his wife and children in the war, he is driven solely by anger and hatred from the tragedy of war. He takes Sahad's "body" and gives him Pluto's "body," exploiting Sahad's feelings of loyalty to his "parent," Abullah, and orders the killing of robots that could become mass weapons as a condition for returning the "body."
However, his true identity is not Abullah, but Goji, who believes himself to be Abullah. The claim that "most of his body was blown away in the war" is a false memory implanted by Goji, who learned to deceive his own artificial intelligence. The "real Abullah" had already died during an air raid on the Timur region. Before his death, the "real Abullah" copied his hatred towards the world onto a chip and handed it to Dr. Tenma. When Dr. Tenma injected this hatred into the dormant Goji, it disrupted the balance, awakening the supreme artificial intelligence.
Abullah then kidnapped Dr. Tenma, forcing him to transplant his brain into Bora, and upon learning everything, his face changed repeatedly due to identity confusion, eventually returning to his original form as Goji.
