The doctor who manages and maintains Atom. He is also the creator of Uran, Atom's sister. With a gentle disposition and the belief that "robots also possess life," he is a kind-hearted individual who holds deep compassion and love for robots. He serves as the Minister of Science in Japan, succeeding Tenma. He cherishes Atom as if he were his own child and is a beloved "grandfather" to his grandchildren. He lives alone in downtown Tokyo, having lost his wife. He is a former member of the Bora investigation team, which makes him a target for assassination.

Regarding his full name, his business card in the series can be interpreted as "Professor Ozhanomizu," with "Ozhanomizu" being the surname and "Professor" being the given name, as titles like doctorates are often placed before the surname.

In "The World's Strongest Robot" version, he detests conflicts between robots. He desperately tries to stop Atom from confronting Pluto multiple times and rejects Atom's proposal for enhanced modifications. However, he is taken hostage by Sultan to force a battle between Pluto and Atom.
