Kaina Tsutsumi

A former Public Safety directly affiliated hero who escaped from Tartarus. He is in his late 30s. He was incarcerated in Tartarus for the crime of killing a fellow hero. He was a senior to Hawks and had once pursued All For One. All For One highly regarded his abilities, stating he was "a cut above the other escapees," and Hawks believed he could capture Izuku Midoriya, who possesses One For All. Snipe called him "THE Rifle Human." During his hero days, he was tasked by Public Safety to eliminate heroes colluding with enemies and terrorist organizations to protect the foundation of hero society, supporting the superhuman society from the shadows. Eventually, his spirit broke under the strain, and he killed the then Public Safety Commissioner who tried to force him to continue working, leading to his imprisonment. The fact that he killed the Public Safety Commissioner was kept secret, and officially, it was stated that he killed him after an argument.

"Quirk": Rifle

He can create bullets by mixing his two-colored hair and firing them from the gun muzzle on his right elbow. He has multiple types of bullets, and combining them with his skills allows him to snipe targets up to 3 km away.

"Quirk": Air Walk

A "Quirk" given by All For One that allows him to freely walk or float in the air. Combined with his Rifle, it turns him into a "high-speed, long-range mobile artillery" that can snipe from anywhere.
