The strongest special unit of the military police, "Hunting Dogs," is led by its captain. He is a living legend within the military police and a hero bestowed with the divine sword, Ame-no-Maegami. He is a man with a mustache and three scars on his right cheek. He exudes dignity and possesses high skill and leadership. Despite his boisterous manner of speaking and laughing, and seemingly unserious behavior such as farting during strategy meetings, he holds an absolute conviction in capturing heinous criminals.
He is globally renowned as the legendary hero "Samurai." He has resolved numerous catastrophic events that could have shaken the world's foundations, such as the annihilation of 100,000 "werewolf" experimental subjects in the Republic of Kinya, preventing the massacre of refugees by the Amir regime in Africa, a 50-day sleepless duel with the semi-immortal "WASP," and stopping a vampire outbreak in Eastern Europe. His exploits have been made into movies three times, though he claims they are heavily dramatized.
He is a childhood friend of Yukichi Fukuzawa, whom he met at a dojo during his youth. Even when he came for interrogation, they shared drinks, and Fukuzawa calls him "Genichiro." Initially, he urged Fukuzawa to confess to protect him when the case fell under the prosecutor's jurisdiction. However, after being refused, he used the safety of Kunikida, who had fallen and self-destructed from a helicopter, as leverage. During the Tenjin Gosui incident, he was appointed commander of the "Transnational Armed Security Force, Humanity Army," a borderless "Pan-Humanity Protection Unit," by the CTC ambassador after a terrorist attack at the Sky Casino. After giving a speech at the security council, he was asked by Ranpo to join forces to defeat Tenjin Gosui and agreed. However, he himself was the leader of "Kamui," the head of Tenjin Gosui, and immediately realized that Ranpo had identified his true identity using "Ultra Deduction." He attacked but was evaded by Poe's detective novel. He then began fighting Atsushi and Akutagawa, who were hiding on the ship, overwhelming them with his otherworldly combat abilities. He offered to train Akutagawa as a "Hunting Dog" if he betrayed Atsushi, but this was used by Atsushi and Akutagawa to launch a surprise attack. However, just before his death, he avoided defeat by cutting the "past" with the divine sword, Ame-no-Maegami, and killed Akutagawa. He lost sight of Atsushi, who escaped through a hole Akutagawa had opened, and was delayed by the arrival of security SPs who had been saved by Akutagawa. He threatened Bram to transform Akutagawa into a vampire. He was discovered by Tachihara, who was following Ogai's orders, while giving instructions to Bram and was cornered but defeated Tachihara with the power of Ame-no-Maegami, turning him into a vampire. After arriving at the airport where the "Great Directive" was being transported, he tried to recruit his subordinate Jono to the Tenjin Gosui side but was refused. He turned Jono into a vampire by having Akutagawa bite him when he tried to escape. He was photographed by Bun, who witnessed the whole scene, and before he could find her, Kunikida and others caused an explosion, but the "Great Directive" transport team, who tried to turn back, were poisoned by Dostoevsky's scheme, allowing him to seize the "Great Directive." However, Dazai's plan prevented him from activating the "Great Directive" unless the vampire army moved, so he searched for Bram, who had been taken away by Bun. He took Kunikida and Tanizaki, who were also searching for Bun, as hostages and confronted Fukuzawa and Ranpo. He knocked Ranpo unconscious and tried to make Fukuzawa guess his true purpose during their duel. After defeating Fukuzawa, he extracted the method to unseal the "Great Directive" from the UN and finally activated it. However, he was caught off guard by Fukuzawa, who seized the "Great Directive" and was defeated by his "perfect slash." In a novel world of their past created by Poe, he revealed his true purpose to Fukuzawa and begged him to kill him and become a "hero." Predicting Fukuzawa's hesitation, he had asked Yosano to stab him, and she did, but he was then used by Dostoevsky, who had taken Bram's place, as a "Triadic Singularity."
During the previous war, he begged and persuaded Fukuzawa to accompany him to the battlefield but was refused, leading to a decisive rift between them. After witnessing the horrific scenes on Tokoyami Island and experiencing gruesome events such as being ordered by the state to kill many, including civilians and children, he came to believe that the idea of a "benevolent state" was nonsense and that war, a hellish existence, was born because of the state and order. He aims to eliminate all states. He organized Tenjin Gosui to bring a painful death to the "Heavenly Beings," the rulers. He claims he never enjoyed violence and only committed terrorism and murder out of necessity.
Kagami Jishi
An ability that multiplies the power of any weapon he holds by 100 times. When used by Fukuchi, who already has high combat power, the power becomes immense, increasing the military sword's power to the point where it can cut without being noticed, slicing through a ship with a mere iron railing as if it were butter, and turning a small stone into a projectile that can pierce Atsushi's half-human, half-tiger hand. He can even turn "other people's fists" into "100 times weapons." Its true power is unleashed when using the divine sword, Ame-no-Maegami.
