Yukichi Fukuzawa

The president of the Armed Detective Agency, a 45-year-old man with sharp eyes and wearing traditional Japanese clothing.

A martial arts master and former top government assassin. He once worked as a bodyguard and used a katana. He was called the "Lone Swordsman 'Silver Wolf'." He could easily single-handedly defeat multiple mafia members and combat-oriented ability users, and could even match the speed of Fukuchi's sonic slash barehanded. Even with bare hands, he's incredibly skilled, with his disciple Kunikida having never won against him even once. In the past, he was once tasked by Natsume Sōseki to guard the former underworld doctor Ōgai, leading to frequent confrontations but occasional unbeatable team-ups.

He is markedly fond of cats, often depicted giving them dried sardines, and has been teased by Ōgai for "still conversing with cats." However, most cats usually run away from him. He is also quite lenient with children, as seen when he easily allowed Kyōka to join the agency.

He cares deeply for his employees, having ordered a halt to all operations to rescue Atsushi when he was kidnapped by the mafia.

As the three-way conflict reached its climax, he accepted Atsushi's proposal and secretly met with Mori Ōgai, the Port Mafia boss. Recognizing Kyōka’s resolve to save Yokohama at the cost of her own life, he allowed her to control her ability and escape from the transport plane.

Due to Dostoevsky’s plot, he was ambushed by Hawthorne and implanted with Pushkin's virus-type ability. Despite his suffering, he wished the agency to protect the city's equilibrium and peace without fighting the Port Mafia. Learning of the agency and mafia starting an organized battle, he challenged Ōgai to a duel to prevent further casualties. However, the duel was interrupted by the intervention of Sōseki and Kafū, leading to another joint operation to rush to Pushkin's hideout.

After the Armed Detective Agency was framed as a criminal organization by the "Decay of the Angel," he sought help from Ōgai, offering one agency member to transfer to the Port Mafia (pleading to exclude Yosano, which Ōgai did not mention to Kenji, Tanizaki, or Yosano herself when discussing this). He was then arrested but later rescued by Ranpo and Poe. He ordered, “to smash this case,” and sent Ranpo to negotiate an alliance with Fukuchi to counter the "Hunting Dogs".

When negotiations with Fukuchi failed, he gathered all employees in the agency's space created by Poe's ability, instructing Ranpo to intercept the “Great Command” and the plan to eliminate Bram Stoker. Heading with Ranpo to meet Atsushi, he dueled with Fukuchi to save the hostages Kunikida, Tanizaki, and Ranpo. Despite realizing Fukuchi's aim wasn't the nation's destruction, he was stabbed, but managed a counterattack, seizing the “Great Command” and halting the global vampire military operations. Soon after, within Poe’s re-enactment of their past, he heard Fukuchi’s true objectives. Although initially hesitate, scolding Yosano for stabbing Fukuchi, witnessing Dostoevsky (as Bram) stabbing Fukuchi affirmed his determination.

He had been childhood friends with "Hunting Dogs" captain Fukuchi since their duel during a dojo storm, maintaining that bond until diverging paths on the battlefield. Trusting Fukuchi as “the most reliable man in the world” led to eventual peril for Ranpo.

Human Above Humans

An ability that controls and regulates other abilities, only affecting subordinates. Hence, he was unaware of being an ability user until having subordinates.
