Judge Vinsmoke

King of the Germa Kingdom and leader of Germa 66. Sanji's father. Known as "Garuda."

Born in the Germa Kingdom of the North Blue. 56 years old. Birthday is May 12th (initial V → Roman numeral 5, Ja → J → 10th letter of the alphabet, Ji → 2). Height is 272 cm. Taurus. Blood type S. Favorite food is lobster tomato pasta.

A man characterized by his sharp, long beard and split chin. Wears a helmet. A famous figure in the underworld. He harbors ambitions to reconquer the North Blue under the name of Germa, and has caused a major incident known as the "Four Kings' Slaying," where he killed the four kings of the North Blue. He has some affection for his family, but is an extreme meritocrat and egoist, having oppressed Sanji, the only one of his five children who was a failure from a young age, considering him a disgrace to the family. He does not recognize Sanji as his son at all, but rather as a mere pawn to achieve his own goals. He is arrogant due to his royal status, and since his values are the complete opposite of Sanji's, Sanji despises him and does not even acknowledge him as a parent.

His weapon is a spear. In combat, he uses shoes that can jet and generate electricity. He does not hesitate to use Germa's soldiers as shields or distractions for victory.

He was once a brilliant scientist who researched weapons with Dr. Vegapunk. He is acquainted with Caesar Clown, and Queen harbors a strong rivalry towards him. His research team "MADS" was bought out by the government due to the dangers of the "Lineage Factor" discovered by Vegapunk, but he escaped the government's grasp and continued his research on the Lineage Factor alone, dedicating his life to it and creating clone soldiers who obey his commands. He also manipulated his children against his wife Sora's wishes, training them from a young age to be soldiers suitable to lead Germa in the future. However, due to Sora's resistance by taking a potent drug, Sanji was born a "normal human," and seeing no potential in Sanji, he deemed him "zero future, a waste of existence," and confined him in an underground prison with an iron mask, treating him as dead. 13 years ago, while invading Cozia from the North Blue to the East Blue, he discovered Sanji had escaped from the prison but let him flee on the condition that he never reveal in public that he is his father. Since then, he has continued to search for Sanji, and after the collapse of Enies Lobby, when Sanji's wanted poster began to circulate, he had Duval pursued by the Marine Headquarters. Two years later, upon receiving a photo of Sanji from the government, he increased the bounty and changed it to "ONLY ALIVE."

To realize his ambitions with the help of Emperor Big Mom, he schemed to use Sanji as a sacrifice by arranging a marriage with the Charlotte family. During the Whole Cake Island arc, he dueled with Sanji after a 13-year separation due to their differing opinions, and forced a political marriage by placing an exploding bracelet on him and taking Zeff hostage. Unaware that Big Mom was planning to kill the Vinsmoke family on the wedding day to steal Germa's scientific power, he was restrained by Perospero's candy and shed tears of frustration. When Sanji freed him, he donned a Raid Suit and fought off Perospero and others, taking refuge inside Bege's body. After receiving a farewell from Sanji, he accepted it and promised not to approach Sanji or the East Blue in the future, taking on the role of Bege's bodyguard as a form of resolution and engaging in combat with Big Mom. After escaping from Whole Cake Island, he led a fleet to Cacao Island to assist the fleeing Straw Hat crew. His attempt to join Big Mom's subordinates was exposed to the government, resulting in his expulsion from the World Government member nations.

In the cover serial "Germa 66's Ahh, an Emotionless Maritime Adventure," he clashes with Caesar who has fled to Germa, but reconciles due to their rivalry with Vegapunk, and the two form "NEO MADS."

In initial concepts, there were multiple different settings, including a character named "Count Sanjerman" and a character with a flamboyant speaking style.
