A revolutionary who incites coups around the world, aiming to directly overthrow the World Government. Wears a black robe and has a large tattoo running vertically across his left face. Unlike Luffy and Garp, he has a calm demeanor, but he shares their strong trust in comrades and a thorough commitment to his beliefs. He views the activities of the Revolutionary Army as "war" and reprimands comrades who get carried away with victory. He does not let his comrades pry into each other's backgrounds, so even Ivankov, who has been with him for a long time, had no idea about his blood relation to Luffy. Although he is in a hostile position against Garp, their connection has not been severed, and they are in contact by some means. He is pleased with Luffy's achievements and hopes for a reunion someday. When the wind blows, he always has a habit of facing east.

He was once enlisted in the Navy but unfortunately could not find his own justice. Eventually, he led his own army in protest against the World Government. 22 years ago, angered by the government's unreasonable policy of annihilating Ohara along with Dr. Clover, whom he knew, he formed the Revolutionary Army that year with Bartholomew Kuma and Emporio Ivankov.

12 years ago, in his homeland, the Goa Kingdom, he resonated with Sabo's desperate feeling of shame for being born a noble and rescued people from the massive fire at Gray Terminal. Considering the isolationist society of the Goa Kingdom, which weeds out the unnecessary, as a "microcosm of the world's future," he took a stand with Ivankov and Kuma to change the world. The next day, he rescued Sabo, who had been sunk into the sea by Saint Jalmack's cannon fire and refused to return to the Goa Kingdom, and added him to the Revolutionary Army, training him as a combat mentor. Eight years ago, he became so notorious that he was discussed at the "World Conference," and is now known as the "world's worst criminal."

He first appeared during the Loguetown arc. When Luffy was captured by Smoker, Dragon interfered, allowing Luffy to embark on his great journey. At that time, Luffy did not see Dragon as Smoker had his face pressed to the ground, and it was only later in Water 7 that Garp informed him of his father's existence. During the Battle of Marineford, Sengoku exposed the familial relationship between Luffy, Garp, and Dragon to the world. After the war, sensing the change of an era following Whitebeard's death, he planned to soon summon his executives.

After the collapse of the Donquixote Family, he ordered Koala to reconvene the executives. Around the time Luffy and his crew left Zou, their headquarters in Baltigo was destroyed by an attack from the Blackbeard Pirates, prompting a move of their main base to the Kamabakka Kingdom. During the World Conference arc, he sent Sabo and others to Mary Geoise to declare war on the Celestial Dragons. After the conference, he received a report from Sabo about the incidents that occurred in Mary Geoise.
