A long-haired, one-eyed man who wears a cape. His left ear is missing, and his bangs cover his lost left eye. Always smoking. Respects honor and is highly regarded by Nekomamushi. He is a brother figure to Pekoms and the only one among the Mink Tribe who could restrain him during his "Lion of the Moon" rampage. Believes the Straw Hat Pirates will lead the world to "dawn" and is prepared to risk his remaining life for them.

His weapon is a sword, which he can envelop with Electro. He is quick enough to run on walls and uses his sword skills from there, temporarily floating by spinning his tail. Uses explosives against multiple opponents. As his nickname suggests, he excels at understanding the situation from high places.

As a boy, he begged Roger, who visited Zou, to take him along, but was told to wait for his "turn" and has since been training on Zou. He once set out on a journey to find the "Poneglyphs" to aid Nekomamushi, considering himself an explorer, but his naivety led him to become a wanted man, and about 15 years ago, his "Nox Expedition" was treated as a pirate crew. He traveled with Pekoms and others for a while but left those who could not continue due to injuries or lack of fighting spirit in Pekoms' care, continuing his journey with Zepo. Five years ago, he entered Totto Land and took Baron Tamago's left eye in battle. However, he was captured by Big Mom, who demanded "100 years of lifespan" in a roulette game. Zepo died after 30 years of his lifespan were taken, and Pedro gouged out his own left eyeball and showed his resolve, which led to a 10-year reduction, and he was spared in exchange for the remaining 50 years of his lifespan.

After Jack's attack, he sought help from Sanji and others to save the two dying kings, despite his severe injuries. When Luffy entered the Whale Forest, he sent Rody and BB after him. To save Sanji, a benefactor of the Mink Tribe, he asked Nekomamushi to accompany Luffy and others on their infiltration of Whole Cake Island.

During the Whole Cake Island arc, he revealed his past to Luffy and others along the way and suggested stealing Big Mom's "Poneglyph." After arriving, he infiltrated Whole Cake Castle with Brook, entrusted Brook with obtaining a copy of the "Poneglyph," and acted as a decoy. He fought his old nemesis, Baron Tamago, and drew many enemies to him, feigning a suicidal explosion and escaping to the Mirror World. The next day, he took advantage of the collapse of Whole Cake Castle to escape from the venue, and in a critical situation with Big Mom approaching and Perospero restraining the Sunny, he involved Perospero in his suicidal explosion. A small grave was erected for him in Kuri's Amigasa Village during the Wano Country arc.
