Coating craftsman of the Sabaody Archipelago. Former vice-captain of the Roger Pirates. Known as "The Right Hand of the Pirate King" and "Dark King."

Characterized by long white hair (blonde in his youth) and a mustache, he is an elderly man who wears glasses. A companion of Roger since he first went to sea, Rayleigh is a living legend whose name is known to all and appears in various books. Now retired from piracy, he lives in hiding on the Sabaody Archipelago, known locally as "Ray-san," and undertakes ship coating. He is still wanted, with sightings reported to the Navy and the World Government, but he does not cause public disturbances. The Navy also finds it difficult to capture him due to the significant forces required. A gambling enthusiast, according to Shakky, "once he leaves, he doesn't return for a long time." Rayleigh had long wanted to meet Luffy, to whom Shanks entrusted his straw hat.

His weapon is a sword. He can use all types of Haki, including Conqueror's Haki. Although he is aware that his strength has declined with age, he still managed to fight on par with Admiral Kizaru and swam across the "Calm Belt," killing Sea Kings along the way, demonstrating his formidable abilities.

In his youth, after his house was burned down, he lived on a stolen ship. Roger, who saw the ship, was intrigued and forcibly invited him to join him at sea. Thereafter, as the vice-captain of the Roger Pirates, he conquered the Grand Line until Roger disbanded the crew. Over 20 years ago, he was rescued at sea by a young Hatchan, and they remained close until Hatchan joined the Sun Pirates. 15 years ago, he found the Gorgon sisters, who had been freed from slavery to the Celestial Dragons and were wandering lost, and together with Nyon and Shakky, he protected them.

He first appeared in the Sabaody Archipelago arc, but he had already appeared in a flashback during the East Blue saga with Buggy. Pretending to be a slave, he infiltrated the "Human Shop" to steal all the money, where he coincidentally met Luffy and freed Keimi, who was being sold there. After escaping the "Human Shop" with Luffy and his crew, he shared important secrets related to Roger. He knows about the "One Piece," the "Will of D," and the "Void Century," but respects Luffy and Robin's wishes to find out on their own, so he did not reveal everything at that time. During the attack by Admiral Kizaru, he helped Luffy and his crew. After the Straw Hats were scattered around the world by Bartholomew Kuma, Rayleigh obtained information about the direction in which Luffy was sent. During the Summit War, he watched from Sabaody Archipelago as Whitebeard, a longtime rival of Roger, died tearfully.

After the end of the Summit War, he reunited with Luffy on Amazon Lily. He advised Luffy, who wished to reunite with his crew, and assisted in Luffy's "16 Bell Salute." After teaching Luffy the basics of Haki on the uninhabited island of Ruskaina for a year and a half, Rayleigh returned to Sabaody Archipelago six months before Luffy. Half a year later, he saw off the Straw Hat crew as they set sail again.

Following the abolition of the Seven Warlords system, he went to assist Hancock when she was attacked by the Navy and the Blackbeard Pirates, negotiating their retreat in exchange for curing petrification.
