Ōgai Mori

A 40-year-old former doctor and leader of the Port Mafia. He appears as an unremarkable middle-aged man with slicked-back hair, but at times can display a terrifying expression that instills fear in others.

He is always calm and composed, capable of deriving the optimal solution for any given situation. However, he is a lolicon who loves young girls under the age of 12 and dotes on Elise (whom he refers to as his "wife"). He possesses high combat skills, such as defeating thugs with a scalpel.

He used to be a black market doctor and also worked as an informant in the underworld based on stories he heard from patients. During that time, he met Fukuzawa, who was sent by Natsume Soseki to protect him. He has a past of killing the previous boss (voiced by Goro Shiro) with his own hands, deeming him "irrational" for issuing contradictory orders from his sickbed. Additionally, to obtain the "Ability Business Permit," he secretly assisted the illegal entry of the ability crime organization "Mimic" and leaked information about the children Oda Sakunosuke was raising to Mimic, indirectly causing Oda's death and Dazai's departure from the Mafia.

Fourteen years ago, during the end of the Great War, he worked as a first-class military doctor deputy for the 356th Infantry Division on the base aircraft carrier Tsubame Knight, with Yosano as his subordinate. After the war, he found Yosano, who was isolated in a facility, and tried to recruit her back into the group, considering her an important optimal solution for the "Three-Clock Plan," but clashed with Fukuzawa.

During the Three-Way War, he accidentally met Atsushi in the alternate space created by Montgomery in the city and gave him advice. He then skillfully positioned information and members to outmaneuver the Detective Agency and the "Guild." During this time, he also conveyed through Higuchi an invitation for Dazai to return to the Mafia as an executive. After a secret meeting with the Detective Agency proposed by Atsushi, he sent Chuuya to assist in rescuing Kousaku and subtly informed Dazai, who was giving instructions to Atsushi on the White Whale, that Akutagawa had intruded on the White Whale.

While shopping with Elise, he narrowly escaped an attack by Hawthorne but was subsequently stabbed by Dostoevsky disguised as a policeman, resulting in being implanted with Pushkin's virus-type ability. To prevent further casualties, he invited Fukuzawa to a one-on-one duel. When the Detective Agency was framed by "Heavenly Beings Five Decay," Fukuzawa pleaded for his help to rescue the agency members, and he agreed in exchange for transferring one of the agency's ability users to the Mafia. Aware that the Detective Agency was being framed, he personally went to the abandoned village where he had hidden Tanizaki and Kenji as a liaison and ordered Tachihara, knowing he was a "Hunting Dog," to defeat Fukuchi as a double agent.

The ability name is derived from a novel by the literary figure of the same name, Ōgai Mori.
