Former Shogun of Wano Country.

A large man with a big face, two buck teeth, and a topknot topped with a crown. He ruled Wano Country with immense power, backed by Kaido's strength. Currently in Wano, he is known as the hero who defeated Oden and the Nine Red Scabbards, who tried to open the country. He accepts the crimes of his grandfather and the end of the Kurozumi family, but the persecution of his remaining relatives has made him deeply hate all the citizens, ultimately seeking to destroy Wano Country as revenge. Skilled in deception, cunning, and highly cautious, he never tolerates any defiance against him. Despite being called a coward behind his back by his retainers, he makes no compromises in maintaining his power. Kaido has acknowledged his talent for misrule. He has a strong ego and a quick temper, showing no mercy even to women and children when in a bad mood, rampaging indiscriminately. He loves flashy things and is particular about food. Like many citizens, he was infatuated with Komurasaki, believing she had feelings for him. His laughter sounds like "gufufufufu" and "muhahahaha."

He possesses the powers of the Snake-Snake Fruit, Model: Yamata no Orochi, which allows him to transform into a giant snake with eight heads. He can survive unless his heads are cut off eight times. His swordsmanship is known as "Orochi Nitoryu," though he has never used it in the story. However, his marksmanship is considerable, as he managed to shoot Yasuie from a distance while on a running horse.

Born into the main Kurozumi family. Spent his youth in poverty, constantly fleeing persecution. Over 41 years ago, he met Higurashi at an old temple, who proposed he usurp the position of Shogun of Wano Country along with a Devil Fruit, which he accepted. Through various schemes, he rose to become a close confidant of Kozuki Oden. When Oden left for a trip abroad, and the previous Shogun, Sukiyaki, died, he took over as Shogun in a proxy capacity. He then succeeded in gaining the support of Kaido, one of the Four Emperors, and built numerous weapon factories without regard for environmental destruction, using Kaido's military power to enforce his tyranny. 25 years ago, when Oden returned and targeted his life, he took the citizens hostage, making a false promise that if Oden continued his naked dance for five years, he would leave Wano Country.

20 years ago, after Oden was defeated and captured by Kaido, he was sentenced to be boiled alive. When Oden endured for one hour, the sentence was changed to a firing squad, leading to his death, although he allowed Kin'emon and others to escape. Oden's wife, Toki, left a death poem which he interpreted as meaning that the samurai of the Kozuki family would come to kill him in 20 years, leading him to live in fear of retaliation from the Kozuki samurai. In recent years, he traded weapons made in Wano Country for the artificial Devil Fruit "SMILE," and despising the leftovers town in the Flower Capital where people died daily, he mixed the failed SMILE fruits among the leftovers, stealing any expression other than smiles from the residents.

In the Wano Country arc, on the night he met with CP-0 for weapon negotiations at Orochi Castle, he threw a lavish banquet as a prelude to the Fire Festival. When he was laughed at by Toko while recounting the legend of the Kozuki family, he flew into a rage and attempted to kill her, but was thwarted by Komurasaki and let her escape. Two days later, engulfed in sorrow over losing Komurasaki, he was informed that Yasuie had been captured and immediately went to the prison in Rasetsu Town to execute him personally. Later, after receiving a report from Kanjuro, he blocked all routes to Tokage Port on the eve of the Fire Festival, but due to unexpected events such as Kin'emon's misinterpretation of the coded message and Kyoshiro's betrayal, he was unable to completely stop their uprising. On the day of the Fire Festival, he attempted to execute Momonosuke as part of the entertainment, but was immediately beheaded by Kaido as he was no longer needed after voicing objections to Kaido's "New Onigashima Project." However, he revived due to his abilities and set fire to the castle in retaliation against Kaido, encountering Kin'emon and others in the process. He transformed into a giant snake to eliminate them but was quickly defeated. After reviving again, he ordered Kanjuro at Hibonbou to burn everything down, and while waiting for Fukurokuju in the treasure hall inside the dome to escape from Onigashima, he reunited with Komurasaki, whom he thought was dead. Trapped under a collapsed ceiling, he asked for her help, but was in a predicament as she revealed her true identity as Oden's daughter, Hiyori, and had sea prism stone nails driven into him. When the fading Hibonbou returned by chance, he ordered it to burn Hiyori, but instead, he was burned. When the sea prism stone nails were dislodged by the tremors, he transformed into a giant snake to drag Hiyori down with him, but was ultimately defeated when Denjiro cut off his last head.
